• Streamlining Transformation Processes: We address transformation processes where local resources are lacking, ineffective, or where those responsible have given up. We work to revitalize and adapt resources to achieve positive outcomes.

• Additionality Veritas: NIDA measures the effects of decisions before and after by measuring additionality. Many public institutions and enterprises now report for 2023 the positive effects of decisions they have taken - whether it concerns new strategy, investments, efficiency improvements or financial support for their target groups. Are these claims false or greatly exaggerated? Probably just maybe, as they can rarely be measured in a reliable way without one also having to assess the additionality of the claim! We measure the connection between resource use (converted into money) and financial investment or support, against actual results. This could, for example, be a municipal rental building for business development or support from the municipality to businesses for growth and to create new jobs. We established the Foreign Investors Business Association (FIBA) in Lithuania as a crucial tool to enhance communication between investors and local authorities. After almost 18 years in Panevezys, FBA has continued to exist.
