Realistic development
Not all municipalities have what must be the foundation for business growth. Two major reasons could be a lack of access to electricity and labor. Small population, geography and distances, logistics, expertise, market failure for financing capital - financing through banks (technical value versus market value for industrial property), conflicts within land allocations, and other factors can all make natural business development difficult.
